(A) Alien Resident Certificate (ARC)
1.An application form.
2.The original and one photocopy of your passport (including the resident
   visa.)  The original will be returned after verification.
3.Two photos(1” × 1.5”). Only applicable to the new ARC applicant.
4.The following documents are required:
(i) Employees or investors: The original and one photocopy of an official
   letter of approval issued by an approved authority and an employment
   certificate will be required.  The original will be returned after verification.
(ii) Students: The original and one photocopy of the student identity card, 
   or enrollment certificate issued by a university or college, or academy, 
   accredited  by the Ministry of Education. Overseas Chinese students when 
   applying for the  first time must submit a document proving that a college 
   or university to enroll  in a particular course has accepted them.
(iii) Missionaries: The original and one photocopy of an official letter of
    approval from the religious institution concerned.
(iv) Dependents: Documents verifying the relationship with the applicant; 
   such as a birth certificate, a marriage certificate, a transcript of the 
    household  registration, an ARC, etc.
(v) Foreign laborers: For initial entry, a letter of recruitment, the foreign
   laborer roster and the laborer’s work permit will be required. 
5. Processing timeFirst-time applicants for an ARC may collect it three
   working days after filing the application. 
6. Fees
   One-year ARC: NT$1,000.
   Two-year ARC: NT$2,000.
   Overseas Chinese students: NT$500.
   Renewal: NT$500.
NB: Aliens who reside in Taichung City and hold the resident visa must
   apply within 15 days of arrival, for an ARC at the Taichung City Police

(B) ARC EXTENSION
1. An application form.
2. Passport, resident visa and the current ARC. The passport will be 
    returned   after verification.
3. Those applying for ARC extension do not need to provide any  
   photograph,   while those who apply for renewal or lost  ARC  card shall
   produce one.
4.The following documents are required:
(i)  Employees or investors: The original and one photocopy of an official

(C) Alien Permanent Resident Certificates (APRC)
(a) Alien residents without ROC citizenship, and over the age of twenty, who
    fall into any of the following categories, are eligible for an APRC 
    application.
1.Aliens who have resided continuously and legally in the ROC for 7 
   years, during which they have resided for over 183 days in each and every 
   year of residence. 
2. The alien spouses and/or children of Chinese citizens in the ROC, who 
   has resided continuously and legally in the ROC for 5 years, during 
   which they  have resided for over 183 days in each and every year of  
   ARC  residence. The applicant must have been married for 5 years, and 
   held an  continuously  for 5 years.
3.The alien spouses and/or children of Chinese citizens in the ROC, who has
   resided legally in the ROC for more than 10 years, during which they have
   resided for more than 183 days annually in each of 5 years.
4.Those who qualify under criteria (1 and 2) above must currently hold an 
   ARC, or have held an ARC in the ROC continuously for 5 to 7 years.  
   However, if  they have interrupted their residency because of overstaying 
   their visa, or for  other reasons, it is permissible for them to re-apply within 
   2 years.
5.Those who have lived in the ROC legally for twenty years by May 
   31,2002,  and if within these twenty years there has been a period of ten 
   or more years he/she has resided for more than 183 days in a year.
6.If an applicant does not qualify under the above criteria, he/she may 
   qualify  under the following:
( i ) The applicant has made a special contribution to the ROC.
( ii )The applicant has a specialized skill that is needed by the ROC.
     The authority will organize a group of highly respected people to 
      interview    the application and decide whether it will be approved.
(b) Applying for an APRC
To apply for an ARPC, it is necessary to submit the following documents:
1.Two photos(2” × 1.5”).
2.The original and a photocopy of your valid and expired passports. (The
  original will be returned after verification.) 
3.The original and a photocopy of your current or expired ARC. (The original
  will be returned after verification.) 
4.A satisfactory health examination report issued by a government approved
  local hospital, and which must be valid for three months. 
5.Income tax certificates for the previous three years, valid for one month 
  from the date of issue.
6.Financial certificates. Either:
(a) A Salary Certificate, or a Withholding & Non-Withholding Tax Statement 
  for  the past 3 years. The basic salary indicated on the salary certificate 
  should be  twice as much as the minimum basic salary of NT$15,840 set  
  forth by the  Council of Labor Affairs.
Or:
(b) A financial evaluation of the applicant’s property; the property must be
  valued at more than NT$5 millions.
7. Two Police Criminal Record Certificates; one issued by the applicant’s  in 
  home country, valid for three months, and the other by a local police 
  bureau  the ROC, valid for one month.
8. A Certificate of Entry and Exit issued by the ROC Immigration Bureau.
9.Other relevant documents.
10.A fee of NT$10,000 is payable.
11.The application will be processed for a period of 3 months to conduct the
   necessary investigations.
12.Processing procedure: Taichung City Police Bureau → National Police
   Administration Taichung City Police Bureau Notifying the applicant
NB: Beginning the following year after issue, those APRC holders who do 
not  reside in the ROC for at least 183 days per calendar year, are subject 
to cancellation of permanent residency rights, unless prior approval has 
been obtained from the proper authorities.  Each approval is subject to a 
maximum  period of two years.

(D) Re-entry Permit
(a) For a re-entry permit please provide the following documents:
1.An application form.
2.Passport and ARC.
3.Persons under the following categories should provide the proper 
  documents  required:
Overseas students: An original enrollment certificate.  The application must 
be submitted to the school, or the office of the Overseas Students 
Counseling Center for approval.

(b) Holders of Alien Permanent Resident Certificate (APRC) on arrival or 

departure from the ROC need only show their passport (which must be 
valid), and APRC to the Immigration Officials at the airport.  No Re-entry 
Permit is  required.
The application will be processed for free while you wait.
(E) Change of Information
For change of information (such as change of address, passport number,
etc) please provide the following documents:
1. An application form.
2. Passport and ARC.

NB: Aliens who have changed their domiciles or places of employment 

during their residence shall register the change at the TCPB.

The application will be processed for free while you wait.

(F) Visitor Visa Extension
If you need to extend your visitor visa, please submit the following
documents:
1. An application form and passport.
2. The following documents are required:
(i) Visiting relatives: The household registration certificate, and the ID card 
  or ARC of the relative.
(ii) Chinese language study: The enrollment certificate and class schedule 
  from an approved public or private language center or university. A record 
  of   attendance is not required for the initial application and the first 
  extension.
(iii) Religious activities: A letter of invitation from the religious institution 
  concerned.
(iv) Visiting performer or artist: A letter of approval from the relevant  
  competent authority.
(v) Employment: A work permit issued by the relevant authority.
(vi) Medical treatment: Documents from the hospital concerned.
(vii) Other: Certificates from the relevant authorities.
The application will be processed for free while you wait.
NB: The applicant will be issued with a 60-day or 90-day visa without
endorsing “No extension will be granted”.  The duration of each extension 
shall not exceed the duration of the original visa; each consecutive stay in 
the ROC may not exceed a period of 180 days.
To clarify the purpose of the extension, the applicant should provide 
additional documents in support of the application.
(G) Overstay Exit
If aliens overstay their visas, they will be required to submit the following 
documents:
1. An application form.
2. Passport, visa, and an airplane ticket indicating departure within seven 
   days.
3. The relevant fines.
Up to 10 days: NT1000.
11-30 days: NT3000.
31-90 days: NT5000.
Over 91 days: NT10,000.
NB: Penalties are halved for persons under the age of 18.
4. Except in the case of minors or the seriously ill, the application must be
    filed in person.
5. In the case of those who are under the age of 14, or over the age of 60, 
    who have not overstayed for more than 30 days, they may apply with the
    proper documents at the airport before departure.
(H) Report of Lost or Stolen Foreign Passport
For report of lost or stolen passport, you will only need to submit an
application form at the TCPB. 
The report will be processed while you wait. This service is provided for free
Please note the following:
1.The application must be made in person. A parent or guardian may file the
   application on behalf of a minor.
2.This service is limited to a foreign national holding a foreign passport,
  which has been lost in the ROC.
(I) Certificates of Residence
To apply for a Resident Certificate please submit the following documents:
1. An application form.
2. An original and photocopy of your passport and ARC.
The application will be processed in one working day.  Please note the 
following:
1.The certificate will only be issued to an alien who currently resides or has 
  previously resided in Taichung City.
2. A representative may file the application on behalf of the applicant
 provided that in this a letter of authorization will be required.
(J) Police Criminal Record Certificate
You can apply for this certificate in person or via mail.
For applications made in person you need to submit the following 
documents:
1.  An application form.
2.  The following documents are required:
(i) ROC citizens: An original and a photocopy of your ID card or household 
  registration (which must be valid for one month.)
(ii) Overseas Chinese: Your passport and a copy of your deleted domicile 
  registration.
(iii) Foreigners: An original and a photocopy of your passport and ARC.
(A) payment of NT$250 per copy is required.
(b) Applications by Mail
For applications via mailing please do the following:
1.  An application form.
2.  The following documents are required:
(i) ROC citizens: An original and a photocopy of your ID card or household 
   registration (which must be valid for one month.)
(ii) Overseas Chinese: Your passport and a copy of your deleted domicile 
  registration.
(iii) Foreigners: An original and a photocopy of your passport and ARC.
3. A payment of NT$250 per copy is required. Applicants from overseas 
   may send payment in cash: either NT$250 or US$11 (please also include 
   return postage.)
4. Send payment in a self-addressed, registered mail envelope to the 
   Taichung City Police Bureau, making the envelope with “Police Criminal 
   Record Certificate”.
It usually takes two working days from the date of the application to process 
the application; sometimes, however, the processing time will exceed this for 
court records checking.
(c) Additional Documents
Please carefully note the following:
1.Please ensure that the English name given in the application form is
   identical to one that appears in your passport.
2.If you had made court appearances, please enclose the relevant judicial
  documents.  This will help minimize the processing time.
